The Municipal Council is composed of representatives elected by the population through a proportional voting system and constitutes the legislative authority at the communal level. The number of council members depends on the population of the commune and is currently set at 15.
The Municipal Council meets under the chairmanship of the Mayor, in the presence of the Municipal Secretary, whenever required by the matters within its remit and at least once every three months. Council meetings are public, unless decided otherwise, and take place in the Council Chamber of the Schifflange Town Hall.
The responsibilities of the Municipal Council are numerous:
it decides on all matters of communal interest, e.g. the adoption of the budget and accounts, the setting of tariffs and fees, and the approval of construction projects and urban planning projects
it establishes municipal regulations
it appoints, dismisses and accepts the resignation of municipal civil servants and employees, subject to the approval of the Minister of Home Affairs
it appoints the members of the consultative commissions and of the Social Office
it may call upon the electorate to express itself by referendum in matters of communal interest and under conditions it determines
